The City of Brisport, RFP PW-2026-031, section 1.2

To Ines, Walt, Nadia, Kofi and the members of the City Council,

Your RFP says it plainly, and Attachment C puts a number on it. Last year the City took 2,940 calls about missed collections, most of them from the two split Tuesday and Thursday routes. Thirty-one percent of the trucks on your streets are more than ten years old. Recycling is coming back 24 percent contaminated.

This response is built around the calendar a household keeps on the fridge. Every resident gets a day, and our job for seven years is to make that day true. We've drawn the plan route by route, priced it line by line on your Attachment B, and answered every requirement in your order, including the two we meet in part and the one clause we ask you to change.

We're a Brisport employer already. Our Marsh Road yard is four minutes from your recycling plant, and 70 percent of the drivers we'd put on your routes live in the city.

Will my phones stop ringing about missed bins?

Every truck carries an arm camera and reads the RFID tag on each cart it lifts. When a cart isn't out, or is blocked, the driver logs it with a photo before pulling away, and the resident gets a text with the photo. If we missed it, we're back the same day.

Your contract today credits the City $25 for a missed bin left past 24 hours. We're offering $150, paid on the monthly invoice, because the number should hurt us more than it hurts you.

Is this a safe pair of hands for seven years?

Seven years is a long time for a city to depend on one hauler. So every bad week we could have is written down, with what happens and who pays. Pick one.

Is it complete and responsive, and where are the exceptions?

Every requirement in RFP sections 3 to 9 is in the matrix at Tab G, in your numbering, with a page reference. Two are partial and one is an exception, each with its reason and what we'd accept instead. The required forms are at Tab K, signed. Tick them off as you check.

Will recycling get cleaner, or just get collected?

RFP 3.2.3 asks for contamination under 18 percent by year three, from 24 percent today. A truck can't fix that from the cab. What works is the tag on the lid. Drivers check the top of each blue cart on the camera, tag a bad one, and the household gets a note telling them what was wrong. Tag the same cart three times and it's skipped once, with a call first.

What changes for the people on my street?

Your residents keep their collection day for at least the first ninety days. Their carts stay. A new card comes in the mail in May with their days, and a text the night before if anything moves. Trucks get quieter, and fewer of them run on diesel each year.

The bill goes down in year one and rises slowly after that, by a fixed 2 percent a year plus the cost of the cleaner trucks. Under our plan it passes today's $22.60 in year three. No surprise increases, and nothing tied to fuel prices.

Rates are per household per month in year one, for all 61,000 households. They step up a fixed 2 percent each July. Switch any line off and the price, the schedule and the bill redraw. Trash and recycling are required by 3.1 and 3.2, so they stay.

J

Terms in plain words

RFP sections 8 and 9 · One exception, stated in full

Seven years, then two optional years

July 1, 2027 to June 30, 2034. The City can extend twice, one year at a time, at the year-seven rate plus 2 percent.

A fixed step, no fuel clause

Rates rise 2 percent each July. We carry fuel, power and recycling market risk. You never see a surcharge.

Bonded for a full year

A performance bond at 100 percent of the annual value, renewed each year, plus a $10 million umbrella policy naming the City.

The City can step in

If we miss more than 2 percent of a route for two weeks running, the City can bring in another hauler and bill us the difference.

The trucks stay if we go

If the contract ends early for our failure, the City can buy the alternative-fuel trucks and chargers at book value.

Our one exception, RFP 8.3

We accept your liquidated damages schedule in full. We ask that the yearly total be capped at 5 percent of that year's value, about $830,000, so the bond can be written at the price we've quoted.

Three questions we can't close alone

Power at Marsh Road

The utility hasn't confirmed when the yard's service upgrade is done. If it slips past spring 2028, electric trucks in year two wait, and we'd swap in natural gas at our cost.

Damaged carts

About 15,000 carts in Attachment F are cracked or missing wheels. Who pays to replace them in year one is open, and we've proposed a split in Tab G at 3.5.2.

Early starts on three arterials

Harbor Boulevard, Quarry Road and Linden Avenue clear faster at 6:30 a.m. before school traffic. We need the City's variance, and we'll take a no.
