Four lines from Halyard's request for proposal, and how this proposal answers each one.

Hall A must be ready for service before the anchor lease starts on 1 May 2028.
RFP HD-RDG2-04, section 2.1

In the build we recommend, Hall A is ready in week 58, mid March 2028. That's seven weeks of float, and the price includes the thing that buys them.

One number for the campus, carried by the contractor.
Section 4.3

A single guaranteed maximum price for all four halls. If the work costs more, we pay the difference. Every line is open further down, and you can switch lines off to test it.

Our operators must own the building on day one, with no surprises at handover.
Section 6.2

Your shift leads join commissioning from level four, and they run the final hour of every integrated test themselves.

Report embodied carbon at handover against an industry baseline.
Section 7.1

We'll report it every month, starting now. The design in this price already comes in 29 percent under the baseline.

Bring Ridgeline Two up, one hall at a time.

Drag the load from zero to 24 megawatts. The schedule, the crane plan and the cash flow redraw as each hall comes live.

Four people sign this. Each has a question.

Here's each answer in the units that person works in, so nobody needs a call to find theirs.

Will Hall A be ready before the tenant is?

    Maren, Chief Development Officer

Yes, with seven weeks to spare.

Hall A is ready for service in week 58. Your anchor lease starts on 1 May 2028, which is week 65 of the build.

The float comes from the power skids. Each hall's UPS, switchboard and batteries are built and load-tested in our yard in Dalloway while the shell goes up, then set by crane in two days. It takes eight weeks of electrical work off the site per hall.

If we miss the date through our own fault, we pay $85,000 a day, up to 5 percent of the price. You'll see the critical path every Monday, in the format your lenders already ask for.

What's fixed, and what could still move?

    Theo, Chief Financial Officer

The price is fixed at $186,202,775 unless you change the scope.

It already holds a 3.5 percent contingency, $6,048,350, that we manage and report to you every month. If we finish under the price, you keep 60 percent of what's left.

We draw monthly against progress. The busiest month is month 14 at $9.1M, and we hold back 5 percent of every draw until each hall is handed over.

What the price is made of

The fee and the contingency move with the work, so dropping a line drops its share of both.

What will my team own on day one?

    Priya, Head of Operations

A building they've already run at full load.

Your people join at commissioning, months before handover. Two of your technicians shadow each hall from start-up, your shift leads sit in on every functional test, and they run the last hour of each integrated test themselves before anyone signs.

How much carbon goes in before it runs?

    Jonas, Head of Sustainability

27,300 tonnes, 29 percent under the baseline.

The same building to typical specification would carry 38,600 tonnes of embodied carbon. Most of the cut comes from the concrete and the steel, where the choices are made in the next ten weeks, which is why they're already priced in.

One guaranteed maximum price, line by line.

Switch lines off to see what each one buys. The total, the dates and the chapters above all move with you.

Our pick is all four halls with the power skids and the extended commissioning. The skids are the cheapest way to buy back time, and they're what puts Hall A ahead of your tenant. We'd add the accelerated structure only if the tenant asks for an earlier date.

From letter of intent to the last hall.

Weeks count from notice to proceed on 1 February 2027. The dates follow the options in the price.

    The terms, in plain words.

The contract says the same things at greater length. Your counsel gets it the day you ask.

The price can't go up unless the scope does

The guaranteed maximum price covers everything on this page. If the work costs more than we priced, that's our problem. It only moves if you change what we're building, and every change comes with its price and its time impact within ten working days.

You keep most of what we save

If the final cost comes in under the price, you keep 60 percent of the difference and we keep 40. Unused contingency counts as savings.

Contingency is reported, line by line

The 3.5 percent contingency sits inside the price for risks that are ours to carry. Every drawdown shows up in the monthly report with the reason, so you'll never be surprised by where it went.

We pay if Hall A is late through our fault

$85,000 for each day past the contracted ready date, capped at 5 percent of the price. Delays caused by the utility, by your changes or by severe weather extend the date instead.

    Payment is monthly, against progress

We bill on the 25th for work in place, checked by your cost consultant. You pay within 30 days. 5 percent of each payment is held back and released when each hall is handed over.

Two years on our work, full term on the equipment

We fix any defect in our workmanship for two years from each hall's handover. Manufacturer warranties pass to you in full, starting at each hall's handover. We've already agreed that with the suppliers.

    Insurance is in the price

Builder's risk for the full value of the works, general liability at $25 million, and professional cover for our design-assist work. Certificates arrive with the letter of intent.

    Either side can stop, fairly

You can end the contract for convenience with 30 days' notice and pay for work done plus committed orders. We can only stop for non-payment after 45 days and written notice.

    What we don't know yet.

Four things are still open. Here's each one, and what we're doing about it while you decide.

    01

When will Tallis Valley Electric energize the 138 kV line?

The co-op has given us a window, not a date. The schedule assumes permanent power in week 44.

If it slips, we bring in temporary generation for commissioning so Hall A's date holds. It's covered by a $1.1 million allowance inside the price, and anything unused comes back to you.

    02

Will Halls C and D go to liquid cooling?

Your tenant has floated racks at 80 kW for the later halls. The price assumes 30 kW air-cooled racks with chilled-water taps left in place.

We need the answer by week 30 to keep Hall C's date. Before then, switching costs only design time.

    03

Can the second tower crane swing over County Road 12?

Corrow County has our oversail permit application. A decision is due in December.

If it's refused, we move the crane 130 feet east and add a week to the shell. That week is already inside Hall A's float.

    04

    Will the generator slots hold?

The maker has quoted 62 weeks and is holding twelve production slots for us until 14 November.

The letter of intent releases the order. After that date we'd have to requote, and the lead time could grow.

Sign the letter of intent by 14 November.

It releases the generator and skid orders, and that's what holds Hall A's date. Final contract documents follow within three weeks.

Thanks, Maren. The letter of intent for $186,202,775 goes out for signature today with the options you picked. We'll confirm the generator slots with the maker the same afternoon.
